Asylum seekers, Refugees, and protected persons
Article 14 of the Universal Declaration of Human Rights expresses that everybody confronting oppression has the privilege to look for and to benefit from asylum in different countries. Certain individuals are compelled to escape their country of nationality or residence because they are victims of acts of violence, persecution or harassment and need or deserve Canada’s protection.
Accordingly, they are delegated Convention outcasts or people needing security and protection.

When IRCC/CBSA Officers receive your refugee claim inside Canada, they will then conclude whether it is qualified for reference to the Immigration and Refugee Board of Canada (IRB) for additional choices on movement and outcast matters. The IRB concludes who is a Convention refugee or an individual needing protection.
